Dr. H. Westley Clark is the Director of the Center for Substance Abuse Treatment (CSAT) of the Substance Abuse and Mental Health Services Administration, U.S. Department of Health and Human Services. He leads the agency's national effort to provide effective and accessible treatment to all Americans with addictive disorders.

Dr. Clark joined CSAT following his tenure as Chief of Associated Substance Abuse Programs at the Department of Veterans Affairs Medical Center, San Francisco (DVAMCSF). In addition to his duties at the DVAMCSF, Dr. Clark served as a Senior Program consultant to the Robert Wood Johnson Substance Abuse Policy Program, as well as, a co-investigator on a number of National Institute on Drug Abuse-funded research grants in conjunction with the University of California at San Francisco (UCSF). He is currently on leave of absence as an Associate Clinical Professor of Psychiatry, Department of Psychiatry, UCSF. Dr. Clark's academic areas of expertise include substance abuse treatment, methadone maintenance, pain management, dual diagnosis, psychopharmacology, anger management, and medical and legal issues. Dr. Clark was also active in numerous community-based and national substance abuse advisory boards including, the Treatment-on-Demand Planning Council, San Francisco and American Society of Addiction Medicine.

Dr. Clark received a B.A. in Chemistry from Wayne State University in Detroit, Michigan, in 1969; a Medical Degree from the University of Michigan, Medical School, Ann Arbor, Michigan; a Masters in Public Health from the University of Michigan, School of Public Health in 1974; completed a two-year Psychiatric Residency in 1977 at University Hospital, Neuropsychiatric Institute in Ann Arbor, Michigan; a Juris Doctorate from Harvard University, Law School in 1981 and completed a two-year Substance Abuse Fellowship at the DVAMC-SF in 1986. Dr. Clark is board certified in Psychiatry and Addiction Psychiatry. He is also a member of the Washington, D.C., Bar Association.

Dr. Clark is a noted published author in the field of substance abuse and medical and legal issues. He has written chapters in New Treatments for Chemical Addictions E. McCance-Katz & T. Dr. Clark has also published in the Journal of pain and Symptom Management, Journal of substance Abuse Review and Treatment, Journal of Mental Health Administration, Journal of Psychoactive Drugs, Western Journal of Medicine, Valparaiso University Law Review, and other journals.

In 1996, Dr. Clark received the Honored Teacher Award from the University of California, Berkeley Extension, for his contributions to curriculum development and his commitment to teaching students in and out of the classroom and the Martin Luther King Award from the University of California, San Francisco, in recognition of his extraordinary leadership and inspiration in advancing the goals of social and economic justice. Dr. Clark received the Herman Kregel Award for Education in Alcoholism from the National Council on Alcoholism and Drug Addiction in 1992.

Dr. Clark is a Fellow and former member of the Board of Directors, American Society of Addiction Medicine. He also served on the California Society of Addiction Medicine, East Bay Community Recovery Project, and the California Advocates for Pregnant Women board. He is a trustee and board member at Pacific Graduate School of Psychology. Dr. Clark was also a member of the National Medical Association, the American Psychiatry Association, American Academy of Addiction Psychiatry, College on the Problems of Drug Dependence and a member of the National Advisory Council on Drug Abuse.
